Human Resource Development Through Education and Training

ABSTRACT

The meaning of human resource development suggests that human beings are resources, which require an improvement and enhancement of all their aspects. Such an overall development can be made possible through proper education and training. In the Mahoba district, the administration ensures training as well as education to all sections of the society – including students, youths, workers, under-represented caste groups and so on.

OBACKGROUND OF THE CASE STUDY

Education and training are important aspects of human resource development. On February 15, 2021, the Hon’ble Chief minister of the state launched the ‘Mukhyamantri Abhyudaya Yojana’ to ensure pre-training to youth coming from weak families. There are many other schemes run by various departments to ensure the educational outcomes of different sections of the society.

OBJECTIVES AND SCOPE OF THE CASE STUDY

The case study aimed to evaluate the state of delivery of education and training in the district. It also looks into the extent of encouragement given by the officials and the facilities ensured towards the retention of students, especially from vulnerable backgrounds.

KEY FEATURES OF THE CASE STUDY

For educating or training students/youth/workers, the district of Mahoba operates at various levels, addressing basic education, secondary education, vocational education/technical education/industrial training, skill development and coaching.

  1. Basic Education: Through the online Prerna portal, a total of 102,142 students were enrolled for the academic year 2022-23. This enrolment number is more than the target (19,714) set by the School Chalo campaign. Funds for uniforms, books, shoes, stockings, sweaters, stationeries and related will be transferred to the bank accounts of the parents and it amounts to 1200 rupees per student. Free mid-day meal provided to the students in the council school follows a menu.

  3. Secondary Education: A total of 98 secondary schools are operating in Mahoba district, which include 34 government, 11 non-government aided, and 54 self-financed schools. 93 schools out of these 98 have electricity. All 98 schools have drinking water and separate toilets for boys and girls. Computers are made available to students from 9th to 12th grade. In the academic year 2021-22, 12,895 Scheduled Castes (SC) /Scheduled Tribes (ST) students were part of the secondary education.
  4. Vocational/Technical Education/Industrial Training: The four government Industrial Training Institutes have 2,076 seats for 26 approved trades. One thousand five hundred and twelve seats are occupied and out of this, 564 are second year trainees.
  5. Skill Development Mission: In the district, so far, 5,540 candidates received training through the skill development schemes run by various departments.
  6. Coaching: The Govt. Veerbhoomi Degree College of the district started the offline sessions of free coaching from June 15, 2022. The 2022-23 academic session admitted 156 aspirants - 94 for UPSC/UPPCS, four for NEET, five for NDA/CDS and 53 for other exams.
IMPACT FOR LONG TERM

Electricity, drinking water, toilets and computers were made available to the students at the secondary education level, thereby ensuring basic human requirements as well as one of foremost educational requirement in this digital era. Special emphasis was given to induct SC/ST students into secondary education. Since there is a shortage of industries and private reputed companies in the district, the vocational or technical education/industrial training connects people to more and more apprenticeship schemes. Under the skill development mission, the skill development schemes run by various departments gave training in the fields of automobiles, accounting, data operation and related. The coaching given through the Mukhyamantri Abhyudaya Yojana guided youth from weaker families for competitive examination.
